INSTRUCTIONS which are to govern the Delegate of the SUPREME

BOARD OF HEALTH in HONG KONG,

The object of the Delegate in Hong Kong is to make a medical

inspection of the emigrants and passengers who may ship on vessels going to Mexico, so as to avoid the injuries which might result to the Navigation Companies through the non-fulfilment of the requisites which are necessary before their vessels and passengers can be received in Mexican ports.

When there are any cases in the territory from which the emi-

grants start on their journey to Mexico, of the diseases enumerated under Rule 5, the Delegate will notify the Company or the Captain of the ship on which such cases are about to take passage, that it is to their interests

to disinfect the vessel so as to avoid difficulties in the Mexican port of

arrival. Whenever there is any epizootic or epidemic of bubonic plague,

special care must be taken to kill all the rats and mice which may be found

on board.

The Delegate will endeavour personally to ascertain that the

disinfection has been well made and in such case he will issue a certificate

which will, be borne in mind in the Mexican Port of arrival.

Whenever there is any epidemic in such region and an emigrant

vessel sails for Mexican ports without being disinfected, the Delegate

will report the fact by wire to the Supreme Board of Health.

4.

At the time of shipping emigrants and passengers on a vessel

directly bound for Mexico, the Delegate will make a medical examination of

them and of the crew, in such manner that the individuals who are to pro-

ceed to Mexico will go on board without any pecessit possibility of their

places being taken by others.

5.

The Delegate shall not authorize the shipment of emigrants or

passengers who may be suffering from bubonic plague, cholera, yellow fever, cerebro-spinal meningitis, small-pox, scarlet fever, measles, typhoid fever exanthematic pyphus, scrofula, malarial fever with present manifestations,

[beri-beri, trachoma, itch or extensive skin eruptions of syphilitic or

other origin.

Should any person suffering from those diseases embark, the Delegate will inform the Captain of the same that on arrival in a Mexican port the vessel will be subjected to the restrictions and quarantines which
